New housing application will be published on our website on Wednesday 5 June. The new application is going to be more simple and easier to use than the old one. Also, it is designed according to the visual guidelines and colors of POAS. In the new application system, you can browse our entire apartment selection before proceeding to fill out the application, so it’s easy to select housing complexes to your application. There are more information on our housing complexes available. For example, you can check the public transport connections from a certain housing complex to any locations in Pirkanmaa region directly from our website. Floor plans of almost all apartment types are already available, and the rest will be added to the application system during this year.
The new application does not influence on valid housing applications or the possibilities of receiving an apartment, as we will be considering the urgency of the situation and the reason for the need of an apartment when selecting all our tenants in the future too. Previously submitted applications will remain in the system for the duration of their validity, and this reform does not require any actions from applicants. If your housing application has expired or you wish to edit your previous application, please submit a completely new housing application in the new application system. The housing application is valid for three months from the last date of submission. The submission date does not affect your chances of getting an apartment.

Finnish parliament has approved cuts to the general housing allowance, which will reduce the rates of the allowance in 2024. Most of the changes took place on 1 April 2024. If you already receive general housing allowance, these cuts will affect your allowance when your allowance is reviewed in April 2024 or later. The amount of general housing allowance also depends on tenant’s monthly income. We remind our tenants that they are responsible for handling their own matters with Kela. POAS does not apply for housing allowance, submit attachments or notify changes to Kela on behalf of tenants. If there are any changes in your living situation or income, please inform Kela in advance.
Acceptable housing costs
The housing allowance does not cover the entire rent. Instead, so-called acceptable housing costs are defined for each type of housing. The size of the apartment is not relevant. The maximum amount of housing costs based on which you can get housing allowance is also specified by law. That amount is referred to as maximum housing costs and is proportional to the number of adults and children in the household. All adults mentioned in the same rental agreement including minor children living in the same apartment belong to the same household. Problems with paying rent?
Delay in the Kela’s housing allowance decision is not a reason not to pay your rent. If you have any trouble paying your rent on time, contact rent supervision which is handled by Intrum Oy. More information on paying rent.
Moving to a cheaper apartment
If you wish to move to a cheaper apartment, we recommend you to apply for a new apartment as soon as possible. There are more available apartments and less housing applicants around this time of the year. In the summer and early autumn there are thousands of applicants, as new students are moving into the city.
If you are already living in POAS apartment, and would like to change to another apartment within POAS, you need to submit a new housing application. Submit the application on our website as usual. The need and the urgency of the need are taken into consideration when changing apartments too. More information on apartment changes.
We rent unfurnished apartments during summer season (from May to August). You can apply for summertime housing if you need an apartment temporarily, e.g. for a short-term summer job or training position in Tampere or nearby areas.
The temporary summertime housing is available in unfurnished rooms in shared apartments. These apartments are located in Ruotula, Hervanta and Peltolammi region, not in the city center or its vicinity. More detailed information about the location, amount of rent and apartment types can be found from our apartment selection.
- The security deposit is 200 euros. Deposit must be paid before the rental agreement begins.
- The minimum length for the rental agreement is two calendar months.
- The rental period must be between 1 May and 31 August.
It is usually possible to continue living in the same apartment after summer, if you get a place to study or a job in Tampere, and fulfill our tenant selection criteria.

The board has made changes to the tenant criteria of our housing complexes based on customer feedback. From now on, all housing complexes directed to employed people under 30 years old will also be available for students. Students are therefore able to apply for an apartment from all our housing complexes. This includes Jäähallinkaari in Kaleva, which was previously directed to employed people only. Please note that the rents in the non-subsidized properties are higher than in the student housing complexes, since we have not received any government-provided funding to construct these properties. Therefore employed applicants will be prioritized in the tenant selections of these housing complexes.
Student housing complexes are for students only. This is due to the fact that they have been built with government subsidies, which require affordable housing to be provided to a specific groups only. See the list of the tenant criteria in different housing complexes from here.
Rents have been reviewed for 2024. The rent revision is due to significant increases in financing costs, energy costs and service prices. Thanks to careful financial management and interest rate hedging, the rent increases will be at a reasonable level except for a few housing complexes. The average rent increase is 2.48%. In a few housing complexes, rents remain unchanged.
The new rents will take effect from 1 March 2024. Rent review letters will be sent to all tenants by mail during November and December. If you do not receive your revision letter and next year’s rent invoices by the end of December, please contact our rent supervision: vuokravalvonta@poas.fi

From 1 December 2024, the shared car service in Jäähallinkaari area will be provided by Omago. You will find the fully electric shared car from the same location: parking space no 4, on the highway side of Jäähallinkaari. The car is a Peugeot e208. The new shared car is cheaper to use, with rent rates of 8€/h or 60€/day.

Earlier this year, we provided biowaste bins and paper bags in few of our housing complexes. We received tenant feedback that the tenant benefit could be picked up elsewhere too. So now tenants can get a free biowaste bin and bags from our office!
Our office assists customers by appointment only, so choose a time that suits you from our reservation calendar. Book an appointment from our website and pick up your tenant benefit!
The biowaste bins are made from recycled materials, and we also provide waterproof paper bags. The bins are designed to ensure air ventilation and let the biowaste dry out. In this way, biowaste does not cause any unpleasant odors.

Change the bag every few days. You can use any similar-sized paper bags in the bio-waste bin. There are limited number of bins available. They will be distributed for as long as we have them.
A new urban plan of Hipposkylä area in Kissanmaa took place on 5 October 2020. The urban plan requires the protection and renovation of old wooden buildings located in Hippoksenkatu. POAS is involved in the Hipposkylä project in cooperation with TVA (Tampereen Vuokra-asunnot), which owns the majority of the old wooden buildings in the area. POAS also owns four of the old buildings.
The wooden buildings were built in the 40s. In the construction, they have used organic building materials which were typical construction materials in those days. When we conducted condition inspections, harmful substances, such as asbestos and fungal growth, were found in the structures of the wooden buildings. Renovating these buildings to be sufficient for healthy and safe living is very challenging even if the houses were completely renovated, since the PAH compounds (Polycyclic Aromatic Hydrocarbons) found in the foundations and protected parts of the buildings are harmful to humans. Condition surveys show that living safety cannot be guaranteed even with thorough renovations, so in this case renovating the existing buildings is not sensible in any way. It is our top priority to guarantee the health and safety of our apartments we provide to our tenants.

The buildings are currently empty. Unfortunately they have been exposed to vandalism, even though trespassing in the area has been restricted and surveillance was increased. There have been several fires in the area, which are currently under police investigation. In November 2022, one of our buildings burned down. We applied for a permit to demolish the burned building, and our application was approved in May 2023. Our aim is to build an entirely new building, which looks similar to the old ones and respects the original protection plan. The new building is going to have 12-14 apartments.
We aim that the protection plan of the Hipposkylä area could be changed so that the old wooden buildings could be replaced with new ones while respecting the traditional look. Providing an entirely new housing is the only way we can keep the area inhabited and guarantee the residents’ living safety and comfort. We hope to bring the traditional area of Hipposkylä back to life!
Trash days in few of our housing complexes
In May 2023, we’ll arrange a POP UP tour in few of our housing complexes again. This year the tour theme is recycling, so our tour is called trash days! During the trash days, we’ll set up a service tent in the yard area near the waste collection points, where you can come to discuss about housing-related matters and pick up tenant benefits. We’ll serve grilled sausages too. The service point is open 3-6pm everyday during the trash days. You can visit any service point you want despite the housing complex you live in, trash days are directed to all our tenants. Welcome!

Tenant Benefit: Biowaste bin and paper bags
In many of our housing complexes, littering has unfortunately increased. We receive feedback about garbage thrown in the wrong places regularly. Therefore this year, we encourage our tenants to recycle!
In many of our apartments, there are only a couple of different waste bins in the kitchen. Now we provide an odorless biowaste bin and waterproof paper bags suitable for the bin as a tenant benefit. The bins are made from recycled materials and they are supplied by Finnish company called Jubilo.

The waste bins are made to ensure the best air ventilation. In this way, the biowaste can dry out and does not cause unpleasant odors. Change the bag every few days. You can use any similar-sized paper bags in the bio-waste bin.
Biowaste bins and the paper bags are distributed in our service points during the trash days. The number of bins is limited and they will be distributed in queuing order for as long as we have them. Maximum of 1 bio waste bin/household. The biowaste bins are available for all our tenants, so you can pick up your tenant benefit from any tour location, regardless of which housing complex you live in. If there are any biowaste bins left after the tour, we will provide more information on how to get one.
